Jack Bauer is answering a Senate inquiry in Washington when FBI agent Renee Walker brings him into a cyberattack investigation. The Counter Terrorist Unit has been disbanded, and President Allison Taylor faces a threat linked to Sangala. Tony Almeida, whom Jack believed dead, reappears among the conspirators. Jack and Tony work against Colonel Iké Dubaku, who uses access to the country’s infrastructure to threaten American targets and demand that Taylor withdraw support from Sangala. Renee challenges Jack’s methods, while the investigation also exposes wrongdoing inside the Taylor family.
Bill Buchanan sacrifices himself to end General Benjamin Juma’s White House siege. Jack and his allies uncover his connection to Starkwood, the private military company led by Jonas Hodges. Starkwood has brought a biological weapon into the United States. Jack is exposed while sealing a leaking canister, and an FBI raid on the compound is forced back. Tony destroys most of the weapon, then kills FBI agent Larry Moss and steals the surviving canister. Jack intercepts it before a planned subway release. Taylor confronts Hodges’s conspiracy, while her daughter Olivia’s role in arranging his death is exposed.
Kim returns to Washington and offers stem cells that may treat Jack. Tony reveals his goal is reaching Alan Wilson, whom he blames for Michelle’s murder. He intends to use Jack as a bomb against Wilson, but Jack is freed and stops Tony from killing him. The FBI takes Tony into custody. Taylor chooses to have Olivia arrested rather than conceal her role. Jack falls into a coma, and Kim proceeds with the stem-cell treatment he had refused. Jack’s recovery remains unresolved.
