Bill Buchanan and Chloe explain their unofficial operation to Jack after his escape with Tony. Tony admits that David Emerson revived him and recruited him by exploiting his anger over Michelle's death. He really did work for Emerson before discovering Dubaku's plan to attack civilians and approaching Bill. They need Tony back inside Emerson's crew. Tony tells Emerson that Jack helped him escape and wants to join them. Emerson initially plans to kill Jack, but Jack fights back and argues that his prosecution has left him nowhere else to go. Emerson accepts him for an assignment to abduct Ule Matobo.
At the White House, President Taylor weighs Dubaku's threat against the consequences of abandoning Sangala. Samantha gives Henry a drive containing evidence of corrupt American officials doing business there and explains how Roger was framed. Renee questions the hospitalized sniper, Alan Tanner, by obstructing his ventilator after sending Janis to distract his lawyers. She learns about the Matobo operation and alerts Larry before heading to the residence. A warning reaches Matobo's security team, allowing Matobo and his wife Alama to enter a safe room. Emerson's men arrive and find themselves unable to open its door from outside. Jack and Tony need the couple alive to reach Dubaku, but the FBI is closing in.
