Wanted for Ryan Burnett's murder, Jack asks the suspended Renee Walker to identify the assassin from a hospital surveillance image. John Quinn's connection to Starkwood leads him to Senator Blaine Mayer, who has been investigating the private military company. Jack forces his way into Mayer's house and demands access to those files. At the FBI, Larry Moss detains Renee for helping Jack and pressures Morris O'Brian into decrypting the address she sent him in exchange for Chloe's release.
Mayer and Jack argue about the limits of government power and the losses Jack has endured. Examining the investigation together, they connect a murdered whistleblower's allegations about biological weapons to reports of Juma testing a pathogen in Sangala. Mayer starts to believe Jack and offers to use official channels to protect him and pursue Starkwood. When a man claiming to be a police officer arrives, Mayer opens the door and is shot dead by Quinn.
Jack escapes the house and draws Quinn into a construction site. Their pursuit becomes a close fight after Jack uses heavy machinery to overturn the office where Quinn is sheltering. Jack kills the assassin and recovers information pointing to a shipment at the port. He contacts Tony Almeida to help intercept it. Meanwhile, Ethan Kanin accuses Olivia of leaking his involvement in Jack's release, but she persuades her mother that the accusation is mistaken.
