Jack and Tony reach the port to intercept Starkwood's biological weapon before it can be moved. They seize the lone Port Authority officer, Carl Gadsen, and demand the shipping manifest. Gadsen admits taking money to admit men he believed were smuggling electronics; he needs the cash for his growing family. Jack finds communications jammed and plans to follow the truck until he can contact the FBI. Gadsen opens the gate, but the arriving commandos force him to accompany them.
Tony urges Jack to protect the larger mission when the men prepare to kill Gadsen. Jack refuses to abandon someone he promised to save and shoots the would-be executioner. Their cover gone, Jack and Tony attack the shipment. Jack commandeers the truck while Tony provides cover, but Tony is captured. Away from the port, Ethan Kanin resigns over the consequences of authorizing Jack's interrogation, and Olivia allows the damaging story about him to reach the press.
Jack contacts Larry Moss and arranges to meet FBI teams, then discovers a leaking canister inside the truck. He stops near a populated area and seals the damaged container, exposing himself to the escaping agent. Starkwood's men catch up and use a helicopter to lift the weapon away while Jack takes cover. With the shipment heading back toward Starkwood, Jack tells Moss to send the CDC to examine him: his exposure can provide evidence that the biological weapon exists.
