CDC personnel examine Jack after his exposure at the port and take him toward the FBI while testing his blood. The results confirm that he is infected, although the engineered agent cannot spread from him to other people. Renee meets him at headquarters and learns that the doctors have no cure. Jack still wants to help recover the canisters. Larry Moss, now accepting that Jack was framed, restores Renee to the investigation and briefs President Taylor on Starkwood.
At the compound, Tony refuses to give Hodges information despite the threat of execution. Greg Seaton appears to shoot Stokes and frees him, claiming that Hodges has gone too far. Seaton offers the FBI the weapon's location in exchange for immunity. Taylor grants the deal after considering the danger and seeing evidence of the pathogen's use in Sangala. Tony accompanies Seaton to the supposed storage building while Moss brings an armed FBI team into Starkwood.
The raid finds an empty warehouse. Seaton changes his story, claiming that Tony threatened him into giving false information, while Hodges watches from the actual weapons site. The apparent rescue was a deception, and Stokes is still alive. Moss tries to continue searching, but Starkwood's armed security blocks the agents outside and orders them to leave. Both sides raise their weapons as Stokes warns that any attempt to advance will be met with gunfire.
