Tony discovers that Starkwood is fueling missiles and proposes destroying the fuel supply with explosives. Taylor declines to give Jack direct authorization, but he interprets her response as permission to act covertly. Tony forces Stokes to lead him to the tanks and plants his charges. At the White House, Hodges demands a formal role for Starkwood in military decisions. Tony survives an ambush, retrieves his dropped detonator and destroys the missile installation before the launch can be completed.
Taylor orders Hodges and Seaton arrested, although Hodges warns that others are involved. Jack asks her to consider Tony's help when judging his crimes, then loses his train of thought as the infection worsens. Renee tells him that Kim has been trying to reach him all day. Father and daughter finally meet, apologize for their separation and embrace. Jack still refuses the experimental treatment because it would expose Kim to a risk, and asks her to leave when his symptoms return.
The FBI discovers that a Starkwood operative, Galvez, has escaped with one surviving canister in a stolen federal vehicle. Moss and Tony pursue him by helicopter and land before backup arrives. Galvez shoots the pilot and wounds Moss during the exchange. When Moss warns Tony that the gunman is behind him, Tony instead signals to Galvez, revealing their cooperation. Tony suffocates the wounded Moss, tells Galvez to hide with the canister and stays behind to await the approaching FBI teams.
