Bill and Chloe reach the construction site and dig Renee out before reviving her. They explain the operation Jack could not reveal while Emerson was watching him. Dubaku carries out his threat by making two aircraft collide over Washington, but Taylor maintains the invasion plan. At an airfield hangar, Emerson turns his gun on Jack, forcing Tony to choose between them. Tony shoots Emerson when he refuses to release Jack, then tries to keep him alive. Emerson rejects Tony's explanation and dies. Jack tells the Matobos he needs their cooperation to locate Dubaku. Alama persuades Ule to accept the risk, and Chloe places a transmitter on him.
Gedge murders Samantha in front of the immobilized Henry and arranges evidence to frame him. Henry regains enough movement to resist an attempted hanging; both men fall, and Henry kills Gedge during their struggle. At the hangar, Tony hands the Matobos to Nichols, whose men try to kill him. Jack's covering fire saves Tony, and Nichols leaves with the tracked hostages. Renee now knows why Jack kept her in the dark and how far the corruption reaches into the institutions she trusted. With Taylor still refusing to withdraw American forces, Dubaku selects a chemical facility near Kidron, Ohio, as his next target and orders the attack begun.
