Twenty-five years after Dale Cooper became trapped in the Black Lodge, his violent double, Mr C, has built a criminal network and is determined to avoid being summoned back. Cooper escapes, but instead of replacing his double he takes the place of Dougie Jones, a manufactured lookalike living in Las Vegas. Barely able to speak or act independently, he is taken home to Dougie's wife Janey-E and their son Sonny Jim. Casino jackpots help settle the family's debts, while his strange behaviour at an insurance company exposes a fraudulent claim. Attempts to kill him keep failing, even as he struggles to recognise the danger.

Elsewhere, Gordon Cole, Albert Rosenfield and Tammy Preston investigate a South Dakota murder and the disturbing return of the man they believe is Cooper. In Twin Peaks, Hawk uncovers missing pages from Laura Palmer's diary that point towards the imprisoned Cooper. Once Cooper regains his awareness, he leaves Las Vegas for a confrontation at the sheriff's station. Lucy shoots Mr C, and Freddie Sykes uses his supernaturally powerful green glove to destroy BOB's attacking orb. Naido, the woman rescued from another realm, is revealed as Diane. Cooper then reaches into the past and tries to lead Laura away from the night of her murder.

Laura disappears while Cooper guides her through the woods, leaving that rescue unresolved. Cooper and Diane cross another threshold together, but after a night in a motel she vanishes, leaving a letter addressed to Richard from Linda. In Odessa, Cooper finds Carrie Page, a woman who resembles Laura but does not recognise the name. He takes her to the Palmer house, where a stranger answers and knows nothing of Sarah Palmer. Cooper asks what year it is; Carrie hears Sarah calling for Laura and screams as the house goes dark.
