Buy them before the trader is unavailable
A’jak’nir Jeera is the githyanki trader southeast of the Crèche Y’llek waypoint. Her stock includes the Gloves of Dexterity. Visit while the crèche is calm if you want a normal shop interaction; later combat choices can make trading much less convenient.
The gloves have a base value of 300 gold, or 860 in Honour Mode. That is not a guaranteed purchase price: the trading character’s Persuasion, Jeera’s attitude and difficulty settings affect the shop price. Start the conversation with your best trader and check the actual offer before spending.
What the gloves actually change
They set the wearer’s Dexterity to 18 if their Dexterity without the gloves is lower, and add +1 to attack rolls. That attack bonus includes spell attacks. A low-Dexterity character therefore gains initiative, Armour Class where Dexterity applies, Dexterity skills and better finesse/ranged accuracy at once.
They do not raise a character already above 18 Dexterity. They also occupy the glove slot, so compare them with class-specific gloves instead of treating them as automatic best-in-slot gear.
Give them to a character with a real plan
They can help a caster or support character that began with low Dexterity but still needs initiative and AC, or a multiclass whose ability scores are stretched thin. A Dexterity attacker who already reaches 18 naturally usually gets more from specialised gloves.
The item sets Dexterity rather than adding to it. Cat’s Grace from The Graceful Cloth does not stack an extra +2 on top. Likewise, use a different permanent bonus if it would only raise a stat the gloves will overwrite.
