Vincenzo leaves Han-seok alive after shooting his ear and promising a punishment worse than a quick death. At the mortuary, he finally calls Oh Gyeong-ja his mother, too late for her to hear it. Cha-young stays with him through the funeral and his guilt over bringing danger into her life. The tenants close their shops and offer to help him, giving his campaign against Babel the support of the family he has built at Geumga Plaza.
Their next operation targets a private Babel Tower auction attended by powerful allies. Hwang-gyu, one of the men involved in Yu-chan's killing, enters with explosives attached to him and announces another bomb inside a cake. His own device detonates, convincing the guests that Vincenzo's threats are real. They are ordered to tear up their Babel agreements. Once the other guests leave, the remaining Wusang and Babel group face a final humiliating spray from the cake.
The recordings from the auction give the tenants leverage over its guests, but Babel seeks stronger political protection. Seung-hyuk gains a senior prosecution post, Myung-hee takes charge at Wusang, and Han-seo is again promoted as chairman. Han-seo tells Vincenzo about a plan to have Interpol remove him. Their next meeting at the ice rink nevertheless appears to become a betrayal: officers surround Vincenzo, and Han-seo fires into his chest. He collapses onto the ice, with his survival and the younger brother's loyalty left in doubt.
