By 1922, the Shelby betting business is thriving and Tommy turns his attention to London. There he meets Darby Sabini, whose Italian gang controls the southern racecourses, and Alfie Solomons, a Jewish gang leader based in Camden. Sabini beats Tommy and threatens his people, while Tommy and Alfie bargain over territory and bookmaking. Back in Birmingham, Inspector Campbell returns as a major and pursues a private campaign against Tommy, using an assassination plot to force Tommy into his service.

Tommy builds connections beyond the gang, including horse trainer May Carleton, while Polly searches for Michael, the son taken from her years earlier. Campbell coerces Tommy into killing a senior military target at the Epsom Derby. Tommy plans to use Lizzie as bait to draw the Field Marshal into reach, but Grace arrives at the races and tells him she is pregnant with his child. Tommy completes the killing, then is arrested by men posing as police and taken away to be executed. Polly tracks down Campbell and shoots him before he can celebrate.

At a deserted field, Tommy is brought to a grave and told to kneel. Just as the execution is about to happen, one of the men turns on the others and says Winston Churchill has plans for him; Tommy walks away alive. At the office he finds Michael has chosen to stay with the family, and announces he will marry. At Epsom, May and Grace had each revealed what they could offer him: a path into respectable society, or a life with the woman he loves and their child. The season ends with Tommy’s future unsettled, but his reach far beyond Birmingham.
