After the First World War, Tommy Shelby takes advantage of a stolen shipment of government guns to bargain with Inspector Campbell, who has been sent to Birmingham to recover them. Tommy wants to expand the Peaky Blinders’ betting business, and fixing races brings him into conflict with Billy Kimber, who controls pitches across the Midlands. At the Garrison, Tommy grows close to Grace, unaware that she is working undercover for Campbell.

Tommy’s plans pull the family in several directions. His sister Ada becomes pregnant by Freddie Thorne, a communist organiser and Tommy’s former wartime friend, while Tommy tries to force Freddie out of Birmingham. A fight with the Lee family turns into an alliance when Tommy arranges for John to marry Esme Lee. Grace discovers where the guns are hidden and trades that information for Campbell’s promise to leave Tommy alone, but she has fallen in love with him and rejects Campbell’s proposal.

On the day Tommy plans to take Kimber’s betting operation, Campbell keeps the police away and Kimber’s men ambush the Shelbys in Small Heath. Freddie returns with one of the hidden machine guns; Ada steps between the gangs with her baby, but Kimber shoots Danny Whizz-Bang. Tommy kills Kimber in the ensuing fight. He learns Grace’s real identity and hears her declaration of love. As Tommy weighs whether to join her, Campbell corners Grace at a railway station; a gunshot leaves her fate unresolved.
