A shooting in a housing project leaves officer Nick Hardy paralysed and unable to speak. Police ask Lightman to read his remaining responses to identify the attacker. Two young drug runners are arrested, but a confession feels staged, and questioning their supposed boss reveals that someone else left the building. A child's account of men removing a body leads Cal towards police officers disguising a killing as routine official work.
Nick identifies Hollander before dying, and the building superintendent describes a rent scheme. Officers forced tenants out while keeping their names on the housing register, collecting public payments and rent from replacement occupants. Jenkins threatened to expose them and was murdered. Hollander then uses a false drug arrest against Emily to pressure Cal into dropping the inquiry. Reynolds turns the investigation into an FBI matter rather than leave it under the same police command.
Lightman separates Hollander and Tressler's roles by confronting them together. Tressler confirms the order to silence Jenkins, and Hollander attacks him before Cal intervenes. The corrupt officers face prosecution, while their captain makes a deal. Clara Musso also learns about Cal's work as he repeatedly abandons her expensive lessons to pursue the case. A large loan stabilises the consultancy's finances, but Clara reveals that she is the majority investor in the lending firm, giving her new influence over the business.
