An undercover pursuit ends with teenager Andre Ricks shot after a detective mistakes his phone for a gun. Lightman investigates the officers' accounts as protests build outside the station. The case becomes more complicated when the FBI reveals that one detective, Eric, is an investigator examining suspected terrorist infiltration. Officials want Lightman to stop questioning the shooting because they fear he will expose the operation and endanger the people involved.
The supposed evidence against Andre includes a photograph that Lightman recognises as fabricated. Eric has planted the gun and spread false information, driven by anger over the lies surrounding his daughter's death in military service. His partner genuinely thought Andre was armed. Lightman's inquiry exposes Eric's actions and the separate threat involving paramedics and bomb-laden ambulances. Eric is arrested, while Andre survives and explains that he had no gun on the roof.
The Hollin lawsuit also forces Loker and Torres to answer for the failed recovery deal. Torres covers for her colleague, but Lightman already knows what happened. He gives Loker the choice of leaving or staying as an unpaid intern. At the same time, Gillian corrects Cal's assumptions about Alec: the woman he has been seeing is his sponsor, and he has relapsed into cocaine use. Gillian knew about the problem and tells Cal to respect the boundary around her marriage.
