Spoilers for this episode.
Cole Ortiz and President Hassan survive the blast outside the United Nations. Davros tries to finish the assassination, then retreats into a building. When Cole follows, Davros takes him at gunpoint and orders him to report that the area is clear. Cole instead reveals the assassin's position over the radio. Jack Bauer arrives and kills Davros before he can shoot Cole, while Farhad murders his escort and escapes from the motorcade.
At CTU, the tattoos on Davros and the men who attacked Victor Aruz point toward a Russian criminal group. His body also carries traces of weapons-grade uranium. Hassan explains that Farhad had previously been offered nuclear material from former Soviet stockpiles. CTU brings in Renee Walker for her knowledge of the Russian underworld. She agrees to resume her old undercover identity, and Jack insists on joining her as the supposed buyer.
Farhad visits Sergei Bazhaev, who proves that the uranium exists by showing him a son suffering from radiation exposure. Renee's route to the sellers begins with former associate Ziya Dakhilov, now on parole and unwilling to leave his shop because of his monitoring bracelet. Renee claims she can remove it, then cuts off his thumb with a saw. Jack rushes in, horrified, while Hassan orders increasingly severe action against suspected opponents back home.
