The search for Caspere's killer takes Ray and Ani into the business interests surrounding Vinci. The mayor's daughter describes her father's cruelty and her mother's troubled treatment by Pitlor. Ani's father recognises connections among men in their inquiry. A visit to polluted farmland shows another part of the development scheme: land damaged by mining has been sold cheaply, making environmental ruin relevant to the money behind the railway project.
Paul wakes at Miguel's home, distressed by their night together, and then faces reporters asking about his complaint and military record. Emily tells him she is pregnant, and he proposes marriage. Ani is suspended after a colleague's harassment complaint, although she can continue on the special investigation. Frank moves back into his former criminal businesses and invites Ray to leave policing for him. Ray refuses and gives Chad his grandfather's badge during a private visit.
A pawned watch belonging to Caspere leads the investigators to Ledo Amarilla and a planned raid. The operation immediately meets armed resistance. An explosion at the drug site kills officers, including Dixon, and the escaping suspects drive into a crowded street. Ray, Ani and Paul pursue them through further gunfire that kills civilians as well as police. They eventually kill Amarilla, but the surviving detectives stand amid the casualties with no reason to treat the operation as a clean victory or a full explanation of Caspere's death.
