Lack of Candor

Contains spoilers for this episode and earlier episodes.

A protected witness is murdered before he can testify against Elliot Greene, and Reynolds becomes the remaining link to a case from his undercover past. The Lightman Group investigates how the witness's location leaked while Reynolds resists explaining everything he did during the operation. The truth includes his killing of Scotty Villarosa and an incident report that his former handler, Sheila Radotti, denies receiving. Without evidence of her involvement, Reynolds risks being dismissed as a rogue operative.

The witness's wife and mistress both had access to an unauthorised phone. Interviews establish that the mistress gave it to him, and Greene had used its number for work calls, providing a way to locate him. The inquiry separates that mistake from a deliberate betrayal by either woman. Meanwhile, Lightman and Gillian scrutinise Radotti's denials and decide that ordinary questioning will not make her acknowledge the cover-up.

Lightman poses as someone connected to Greene and suggests Reynolds will be killed. To save him, Radotti offers information that could discredit his testimony, admitting that she concealed the shooting. Her recorded words expose the choice to protect the case and her career at Reynolds's expense. Officials promise an internal inquiry and support Reynolds's testimony. Cal visits him before court, recognising that official clearance cannot remove his guilt about the man he killed or that man's young son.
