A bus bombing brings Reynolds and the Lightman Group into a search for the people planning more attacks around Washington. The young man apparently responsible attended a local mosque, and the team interviews members while officials anticipate another strike. A second explosion hits a shopping mall. Torres feels that she failed to identify its bomber, but recordings show that the young men carrying the explosives did not know what was about to happen.
The bombs were remotely detonated inside donation canisters, making the apparent attackers victims. Illegal recordings of the mosque lead the team to Omar Kahn, who recognises his own voice arguing with his nephew. He thought the young man had been stealing donations, not preparing bombs. Lightman and Reynolds track the nephew to a rooftop, where he is about to trigger more devices around the city. Reynolds shoots him before he can activate them.
Dupree was at the mall and goes missing after the explosion. Lightman keeps that information from Torres so she will keep working, but Dupree is found alive and taken into surgery. He survives, remaining unconscious afterwards. Torres confronts Lightman for deciding what she could know about the man she loves, and his defence of the job does not repair the damage. Gillian also tells Cal that she is leaving Alec, while Emily questions her parents' attempt to get back together.
