Jack Bauer has finished his treatment and agrees to return to Los Angeles with Kim and her family. While he packs in New York, wounded informant Victor Aruz arrives with a warning: President Omar Hassan is the target of an assassination plot. Aruz wants immunity before naming the people involved. Jack calls Chloe O'Brian at the rebuilt CTU and persuades director Brian Hastings to arrange a helicopter pickup.
At the United Nations, President Allison Taylor and Hassan argue over who should inspect Kamistan's nuclear facilities. Taylor agrees to pursue a compromise so the peace negotiations can continue. Hassan's brother Farhad also questions his relationship with journalist Meredith Reed, whose access to the summit has been revoked. Hassan asks Farhad to restore her credentials, despite his brother's warning that their affair could damage the treaty and his marriage.
Jack escorts Aruz toward the pickup, but the men pursuing the informant locate them through police reports. After two officers are killed, Jack fights his way through a building to meet Cole Ortiz's team on a parking structure. Davros fires a missile into the helicopter, killing agents and fatally injuring Aruz. Before he dies, Aruz tells Jack that someone inside Hassan's delegation is helping the assassins, leaving CTU with a warning but no name.
