Jack is held in Marwan's warehouse while CTU learns that Dina's body has been found in an abandoned van. Marwan offers to trade Jack for Behrooz, forcing the team to decide whether the boy holds information worth keeping. Curtis questions Behrooz under increasing pressure, but finds no useful connection to Marwan. Bill Buchanan arrives from Division to oversee the exchange and approves it as their remaining chance to locate the terrorist leader.
The negotiation also gives Marwan time to keep CTU away from another lead. A report about the missing Air Force pilot's family reaches the office, but gets delayed as Edgar and Chloe argue over their responsibilities and focus on the exchange. At the base, Anderson kills a mechanic after learning that his aircraft has been grounded. Disguised as the mechanic, he convinces another officer that the fault was a false alarm and obtains clearance.
Before leaving the warehouse, Jack damages telephone wiring to create an outage CTU can trace. At the dam, Behrooz is handed over and a CTU sniper stops the attempt to kill Jack. Marwan's men discover and remove both tracking devices planted on Behrooz, leaving the team unable to follow him. Jack directs Tony toward the phone disruption instead, and CTU locates the warehouse. Anderson reaches the cockpit of the stealth aircraft and prepares to take off.
