Bucky visits Helmut Zemo in prison to ask about the super-soldier serum. Zemo's old trigger words no longer control him, but Bucky still needs his knowledge of Hydra. Without telling Sam beforehand, he arranges a breakout. Zemo takes them to Madripoor, where Sam poses as the criminal Smiling Tiger and Bucky pretends to be the obedient Winter Soldier. Their disguises get them an audience with Selby, who names scientist Wilfred Nagel.
A call from Sarah exposes Sam's identity, and Selby is shot before the meeting can go any further. With a bounty on their heads, the group takes shelter with Sharon Carter, who has built a life in Madripoor while remaining wanted back home. She agrees to help find Nagel after Sam promises to seek a pardon. Nagel explains that the Power Broker funded his recreated serum and that Karli stole the twenty vials he produced.
Sharon fights off bounty hunters while the men question Nagel in his hidden laboratory. Zemo kills the scientist, and an attack on the lab forces everyone into another escape. Sharon stays in Madripoor as Sam, Bucky and Zemo leave to follow their lead. Elsewhere, Karli bombs a supply depot after stealing its stock, shocking Dovich by leaving people inside. In Latvia, Bucky follows a trail of Wakandan beads and finds Ayo waiting to take Zemo into custody.
