Tommy returns to England after Ruby's illness and tries to resume his political and criminal arrangements. Her initial improvement does not ease his fear of a curse, and his own seizures return him to memories of fighting underground in France. Lizzie and Ada see how strained he has become, but he continues to insist that the business must be completed before the family can escape its dangers.
Tommy renews his contact with Alfie Solomons and offers a route back into power through the opium trade. He also meets Mosley and Diana Mitford, whose arrogance and fascist beliefs turn their social encounter into a threat to Lizzie as well as to his political plans. Tommy's public speeches about working people's lives sit beside private meetings with people who would use his influence for a very different cause.
In a cathedral, Tommy meets Jack Nelson and offers introductions to fascist figures together with information about Churchill. He wants access to South Boston in exchange and reminds Nelson that he could sell the opium to rival interests instead. At home, Ruby hears voices and speaks of a grey man coming for her father. Her fever returns and she coughs blood. Tommy abandons the ordinary business conversation and orders a call to Esme Shelby Lee, hoping she can help him understand the threat.
