The Kingpin Strategy

Contains spoilers for this episode and earlier episodes.

Javier Peña returns to Texas after the hunt for Pablo Escobar and finds that his family treats him as a hero. He is less comfortable with that account of his work. Returning to Colombia in a senior DEA role, he turns toward the Cali cartel, whose leaders have built a quieter system of bribery and surveillance around their cocaine business.

Gilberto Rodríguez gathers the cartel's associates and announces a planned surrender after six more months of trading. He promises an exit that will protect their wealth, while the remaining months offer time to increase profits and settle threats. His brother Miguel, Pacho Herrera and Chepe remain central to the organisation. Security specialist Jorge Salcedo wants to leave and start a legitimate business, but Miguel asks him to stay until the surrender.

The celebration also exposes an informant working for the DEA. Cali's access to the telephone network has revealed his contacts, and the Americans receive photographs showing that their own activities are known. Behind the cartel's polished public reputation, dissent and personal grudges invite brutal punishment. Pacho has Claudio Salazar killed after their confrontation, while Jorge returns home to explain another delay to his wife Paola. Peña faces an organisation that conceals much of its violence and already knows how to watch the people investigating it.
