Rodrigo Lara Bonilla's murder brings an indictment against Pablo Escobar and renewed support for extraditing traffickers to the United States. Pablo tries to pressure presidential candidate Luis Carlos Galán into opposing extradition, then attacks the judges who might enforce it. Murphy and Peña pursue the organisation behind the threats, but American officials remain more interested in fighting communism than in their drug investigation.
A trail of information leads the investigators to Pablo's accountant, whose records could support a major prosecution. Pilot Barry Seal also supplies a photograph linking Pablo's cocaine operation to Nicaragua. Murphy allows that connection to become public to secure American resources, despite Peña's concern for the informant. Seal is killed after his identity is exposed, making the price of that decision impossible to ignore.
The episode depicts Pablo financing an M-19 assault on the Palace of Justice to destroy the case against him. The attack and military response kill hostages and judges, while the records burn. Elisa, an M-19 member who has warned Connie, becomes a potential witness to Pablo's involvement. Murphy and Peña hide her rather than surrender her to authorities they fear will kill her. Pablo disposes of his guerrilla partners and leaves for Panama, having turned their political cause into protection for himself.
