The final season opens with the Nine-Nine altered by the pandemic and renewed debate over policing. Rosa has left the NYPD and works as a private investigator after losing faith in the system. Holt and Kevin have separated while trying to understand how the events around them changed their relationship, and Hitchcock is away from the precinct. Jake and Amy are new parents, learning how to divide family life and police work while the squad faces a city demanding change.

Amy develops a reform program for the department, drawing resistance from union president Frank O'Sullivan. Jake is suspended for five months after making a wrongful arrest, and Holt's marriage to Kevin remains strained. As Holt and Amy try to move the proposal forward, O'Sullivan manipulates the crime statistics to discredit it. Holt and Jake retrieve the altered data, Kevin helps rescue them, and Holt and Kevin renew their vows before the commissioner approves the reforms for citywide use.

The commissioner appoints Holt deputy commissioner and Amy chief of the reform program. Amy's promotion would make the Peraltas' childcare schedule difficult, so Jake leaves the force to raise Mac, while Terry takes over as captain of the Nine-Nine. The finale centers on one last elaborate heist as Holt prepares to leave the precinct and Amy steps into her new role; Hitchcock returns for the finish and wins the grand champion title. An epilogue set about a year later brings the old teammates back for another Halloween heist, showing that their tradition outlives their precinct jobs.
