Captain Raymond Holt arrives at Brooklyn's 99th Precinct expecting disciplined police work, which puts him at odds with Jake Peralta, a gifted detective who treats rules and authority as optional. Their clashes gradually become mutual respect, and their first Halloween contest establishes the squad's annual heist. Jake and Amy Santiago compete over arrests; after he wins, his staged date with her becomes less pretend as he recognizes his feelings. Amy meanwhile begins seeing former boyfriend Teddy.

Charles Boyle carries an unreturned crush on Rosa Diaz, but earns a Medal of Valor after taking a bullet while protecting her. He later becomes engaged to food writer Vivian Ludley, but the relationship ends over her plans to move to Canada. Sergeant Terry Jeffords is reluctant to return to field work after the birth of his twin daughters; Holt and Gina help him work through that fear, and he resumes policing. These changes reshape the precinct's friendships and routines.

Jake's persistence becomes a larger risk when he investigates civic leader Lucas Wint despite orders to drop the case. With Amy and Holt's help, he uncovers evidence connecting Wint to money laundering and a wider criminal operation. At the hearing that could cost him his badge, Jake appears to accept dismissal, then reveals it is part of an FBI plan: he will go undercover with the Ianucci crime family. Before leaving, he tells Amy how he feels. Charles and Gina discover they have slept together.
