CTU briefly locates the taxi carrying Samir Mehran and the stolen uranium, but Dana Walsh disables surveillance long enough for the terrorists to escape. Samir delivers the rods to his bomb maker and orders Tarin to drive the completed device. President Taylor assigns Jack Bauer to evacuate Omar Hassan and his family, with Renee Walker accompanying him through the service tunnels below the United Nations.
Samir demands that Taylor hand over Hassan within an hour or face a radiological attack on Manhattan. Taylor refuses, despite pressure from Rob Weiss and General Brucker. The two men secretly arrange to seize Hassan and surrender him themselves. Ethan Kanin catches them copying the evacuation route, then suffers a heart attack. Brucker prevents Weiss from seeking medical help until their operation is complete.
Jack becomes suspicious when he cannot return Kanin's call and Weiss refuses to put him through. He turns the escort around, triggering an attack by Brucker's covert team. The protection detail holds the attackers off while Jack and Renee move the family into a side tunnel. Hassan shoots an operative who has Jack cornered, and Jack captures the wounded team leader, Bishop. Bishop identifies Brucker and urges Jack to surrender Hassan, but Jack refuses. With no sign that Taylor will comply, Samir orders Tarin to start the bomb's fifteen-minute countdown.
