In Washington, Reed explains that the plan is to kill Palmer and blame Assad. Lennox pretends to cooperate but secretly calls the Secret Service. Reed discovers the deception, knocks him unconscious and cancels the meeting. CTU's raid on Gredenko's house finds it empty.
Phillip holds Josh at gunpoint on a rooftop and demands that Jack surrender alone. Jack exchanges himself for the boy, sending Josh back to Marilyn. Phillip says Gredenko blackmailed him over Palmer's assassination and forced him to divert the nuclear weapons. Jack condemns his father's attempts to protect himself at everyone else's expense. Phillip makes Jack kneel as though preparing to shoot him, then disappears without firing.
