Jack searches Powell's phone records and gives CTU a number that leads to Dina's hotel. Behrooz has left to obtain pain medication from his uncle Naseem, allowing Jack and Tony to capture Dina alone. Jack prevents her from shooting herself, then looks for a way to make her cooperate. At CTU, the San Gabriel Island reactor begins melting down. Edgar's mother lives nearby and cannot leave without help. Audrey tries to arrange an evacuation for her, but the worsening conditions prevent a rescue. Edgar is left speaking to his mother by phone while the emergency he has been trying to stop reaches her home.
An intercepted conversation tells Jack that Dina protected Behrooz from Navi. He offers a presidential pardon for her son if she helps locate the override, and President Keeler reluctantly provides a document while privately ordering that it be non-binding. Dina agrees and tells Behrooz to wait for the agents. Naseem has already contacted Navi, believing the boy's odd behaviour needs his father's attention. Navi arrives, kills Naseem and takes Behrooz hostage. Jack and Tony reach the hospital and interrupt his escape through the parking garage. Jack disables a tire, but Navi drags Behrooz into the basement. Dina refuses to help further while her son's life remains in danger.
