Spoilers for this episode.
Jack shows Jane evidence of her father's involvement in the virus attack, including his threat to Palmer and images from the Chandler Plaza Hotel. She gives him an emergency telephone number. Palmer refuses to hand Saunders the list of foreign operatives, so Jack has Jane make a frightened call to her father. Saunders pauses a planned release while he answers, and CTU traces the conversation to his building.
Michelle receives the news that she tested negative and calls Tony to tell him she is safe from the virus. The health authorities arrange to move her with other immune survivors. At CTU, Tony tells Adam that his sister is among the infected, allowing him a call while asking him to continue working. Jack and Chase prepare to surround Saunders, believing they have finally found a way to force his surrender.
Saunders has already prepared another form of leverage. His men take Michelle, and he sends Tony a live image of her captivity. He demands that Tony move the agents guarding the rear of the building to its front. When Tony hesitates, Saunders orders a knife brought toward Michelle's face. Tony gives the relocation order rather than let his wife be harmed. With the rear uncovered, Saunders walks out unseen while Jack's team waits for a surrender that is no longer coming.
