Story, place or challenge

The publisher names three kinds of activity: storytelling in the spirit of the single-player games, travelling Tamriel to discover regions like Morrowind and Oblivion, and quests and challenges that match your ambitions. Naming which one you are doing turns an open world into a plan.

Place matters more than level

Because regions are described by what makes them distinct - mushroom forests in Morrowind, Daedra in Oblivion - the draw is the place rather than a progression gate. That is a useful way to pick where to go when the map is large.

PvP is always available

Player combat is described as part of the same world, which means the risk profile of a session changes the moment you enter contested areas. Deciding in advance whether tonight includes that risk is the difference between a relaxing session and a stressful one.
