Darkness hides the threat
Exploring without light means exploring blind, and the store describes dangers that hide in the dark as a normal feature of dungeons rather than an exception. That makes carrying a light source part of survival, not a cosmetic choice.
Light has its own cost
Because light can attract monsters, lighting the room is a trade: you see what is in front of you and you tell everything nearby where you are. That is the whole design of the mechanic as described.
Some enemies respond differently
The store notes that some enemies have darkvision while others may flee from your torch. That means the answer is not a fixed policy - a torch is a weapon against one creature and an invitation to another, and the scout in front should know which is which.
Learn to use it
The publisher says successful adventurers learn to use light to their advantage. In a ruleset where positioning already matters, selecting who carries the light is a tactical decision like any other.
Light is a positioning tool, so read it alongside fighting in three dimensions. And the party carrying the torches is built in making a party of four.
