Flag in Exile is a science fiction novel by the American writer David Weber, first published in 1995. It is the fifth book in the Honor Harrington series.

Harrington arrives on Grayson intending to stay out of the way. Killing Pavel Young in a duel has made her position on Manticore impossible for the time being, so she settles for overseeing the development of her Steading and trying to put the death of Paul Tankersley behind her. The war between Manticore and Haven is still being fought, and Grayson's navy is growing much faster than it can train officers. Her own confidence is in poor order when she is asked to help put that fleet in fighting shape, and she takes the work anyway, eventually holding the rank of admiral in the Grayson navy and command of a squadron of superdreadnoughts. Much of the book covers the exercises she runs to turn a new force into an effective one.

The fight against Haven continues in the background, and a good deal of the story takes place on Grayson, where Harrington now carries a landed title as well as a naval command. The Grayson Space Navy is young, expanding faster than it can train and short of officers who have actually fought, which is the reason its admirals want her.
