Omar and Brother Mouzone reach an agreement after a tense confrontation. Mouzone assures him that Dante is alive, and their shared grievance points toward Stringer. Meanwhile, Levy tells Stringer that Clay Davis has been pocketing his payments. Stringer demands that Slim Charles kill the senator, but Avon rejects an assassination that would bring powerful authorities down on them. Stringer then gives Colvin the address of Avon’s wartime safe house, asking for charges that will keep his partner’s sentence short. At the same time, Mouzone demands that Avon surrender Stringer to preserve his reputation and his dealings with New York suppliers.
Avon and Stringer share a nostalgic drink, each hiding his betrayal. Avon learns when Stringer will visit his development site and passes him to his enemies. The police finally identify Stringer’s separate phone and record Shamrock discussing hired killers, securing evidence against the target McNulty has pursued for years. City Hall still debates Hamsterdam, and Carcetti tours both the safer surrounding streets and the drug zone itself. Before the detectives can arrest Stringer, Omar and Mouzone corner him at the unfinished development. He tries to bargain, then realizes Avon gave him up and that money will not save him. Both men shoot him dead.
