Hughie works for Victoria Neuman's bureau and believes the Boys can now hold abusive Supes accountable without killing them. Butcher follows those restrictions during an operation against Termite, stopping him after a fatal accident at a party and turning him over alive. Vought's intervention soon undermines that result. Butcher remains involved in Ryan's life under Mallory's protection, but the controlled approach gives him little confidence that the company can be defeated through ordinary enforcement.
Homelander endures publicity that casts his relationship with Stormfront as a mistake, while privately visiting her in hospital. Edgar offers Annie the role of co-captain, with influence over the Seven's new recruits. Her popularity gives Vought a reason to elevate her even as it aggravates Homelander. Maeve secretly brings Butcher temporary Compound V and information about Soldier Boy, whose supposed death may point toward a weapon capable of killing Homelander.
Homelander visits Butcher, and their conversation turns toward the final fight both expect between them. Hughie, meanwhile, notices a man calling Neuman by the name Nadia. He follows when the man, Tony, meets her in an alley and speaks about their shared past at Red River. Neuman kills Tony with her powers while Hughie watches from hiding. The person supervising his hopeful new career is secretly one of the threats he thought the bureau existed to stop.
