Tommy tries to organise the family's response to the Billy Boys while relatives repeatedly act outside his orders. Aberama pursues revenge for Bonnie, and Arthur is sent to Scotland to bring him back before the feud widens. The attempt to contain violence requires still more violence, with a confrontation against the Billy Boys ending in an explosion and a promise from McCavern that the conflict will continue.

Tommy and Polly visit a children's institution after learning of abuse. They confront the Mother Superior and use the family's threats and financial power against the people responsible. The visit sits beside Tommy's negotiations with Mosley, who wants him involved in the fascist movement. Accepting that role would give him access to a dangerous political figure but also require him to stand publicly beside the ideas Mosley promotes.

Lizzie decides to remain married to Tommy and states the terms of that choice more firmly. Arthur's jealousy over Linda brings a separate assault on the man who has been listening to her, deepening the damage in their marriage. Tommy agrees to work with Mosley, then calls Colonel Ben Younger to seek official sanction for informing against him. His plan depends on appearing useful to the fascists while privately passing information to the authorities.
