Jack Bauer is captured in London by a CIA team led by Steve Navarro. Still wanted for his actions four years earlier, Jack refuses to explain why he has returned. Kate Morgan, an agent being removed from field duty, questions how easily the operation succeeded. She asks analyst Jordan Reed to examine the intelligence that led them to Jack, suspecting that he deliberately placed himself within reach of the agency.
President James Heller is also in London, seeking British support for an American drone base. His chief of staff, Mark Boudreau, learns about Jack's capture and keeps it from Heller and Audrey, who is now Mark's wife. Heller's mistakes during preparations worry Mark, while a private conversation with Audrey reveals that the president's condition is deteriorating faster than he expected. Mark considers turning Jack over to Russia rather than letting his return disrupt the visit.
Jack's capture gives him access to the facility where Chloe O'Brian is being tortured. With outside help from Belcheck, he overpowers his guards, reaches Chloe and breaks her out. Kate pursues them but cannot stop their escape. Jack offers Chloe little comfort after the rescue, leaving his purpose unexplained. Elsewhere, Lieutenant Chris Tanner loses control of the military drone he is piloting. Someone takes over its systems and turns its weapons on American and British soldiers, opening a crisis beyond the CIA's hunt for Jack.
