Graem's men take Jack and Phillip to a cement plant to kill them. Jack overpowers the guards and shoots them, then contacts Buchanan for a team to surround Graem's house. CTU arrests Graem while he tries to erase his computer files. Jack sends Marilyn and Josh to CTU and questions his brother about McCarthy, using increasingly painful injections when Graem's answers fail to satisfy him.
Graem admits arranging David Palmer's assassination and the attacks on Tony Almeida and Michelle Dessler. He also says he drew Jack out of hiding to take the blame. Jack nearly loses control, ordering a dangerous increase in the drug before stopping the interrogation. Phillip comforts him and maintains the appearance of another victim. At the White House, Palmer reconsiders Lennox's security proposals and rejects them before the assembled Cabinet, insisting that American Muslims must be able to help without fearing the government.
CTU intercepts McCarthy's call about an unwilling engineer and works to recover the accompanying photograph. Morris leaves after receiving news that his brother was injured in Valencia. The restored image identifies Morris himself as the intended captive. Jack and Buchanan warn him that the hospital story is a trap, but McCarthy abducts him before he can return. Alone with Graem, Phillip reveals their apparent conflict was staged, then injects his son with a fatal dose and calls for help as though the interrogation caused it.
