Jack, Nadia and Morris attack the gunmen before CTU's hostages can be locked away. Doyle's team arrives and helps secure the building, and Nadia releases Jack to join the pursuit under Doyle's command. They follow the sewers to the place where Cheng has taken Josh. Phillip tells his grandson by phone that he wants to take him to China, describing it as protection from the family's disgrace.
During the firefight, Cheng uses Josh as a shield and retreats toward the roof. Josh breaks free but ends up hanging over the edge. Jack abandons his chance to stop Cheng so that he can pull the boy to safety. Cheng escapes, and Jack promises Josh that Phillip will not threaten him again. Phillip refuses to give Cheng the repaired component after learning that his grandson has been lost.
The attempt to deceive Russia also fails. Bishop realizes Lisa is working against him and attacks her before Lennox's team intervenes. Although Bishop sends the planted information, Suvarov knows the raid happened and rejects Daniels's claim that the component was destroyed. Phillip offers Daniels the board in exchange for Josh and safe passage. With Russian forces threatening an American base, Daniels chooses to negotiate. As Jack prepares to return Josh to his mother, Doyle takes the boy onto a helicopter while other agents restrain Jack.
