Spoilers for this episode.
CTU follows a lead to Jacob Rossler, the specialist helping Erwich overcome the nerve-gas canisters' security. Chloe reluctantly brings Spenser back for the limited task of defeating the building's surveillance. Jack and Curtis fight their way to Rossler's apartment and take him alive. Inside, Jack finds Inessa, a fifteen-year-old girl Rossler has been holding captive. Capturing Rossler creates a chance to arrange a meeting with the terrorists before they can use the gas.
Rossler demands immunity, access to his money and permission to leave the country with Inessa. McGill orders Jack to accept the bargain despite Jack's objections. Erwich, meanwhile, forces a mechanic to expose the identification codes inside the canisters, then kills him after the work is done. Rossler receives the codes and prepares the chip that will let the terrorists operate their trigger. Jack plans to use the delivery to locate the remaining weapons.
At the retreat, Martha argues that Logan should disclose Cummings' crimes rather than protect the administration. Their work on a statement ends when Cummings is found hanging, apparently having killed himself. McGill is also robbed by his sister and her boyfriend during a private meeting outside CTU. At Rossler's apartment, Inessa refuses to trust Jack's promise of rescue. She shoots Rossler dead before the delivery, leaving CTU without its intended contact as Erwich's next call approaches.
