Jack and Ramon take uniforms from prison guards, but their disguise makes them targets when rioting inmates capture them. A prisoner named Peel forces hostages to play Russian roulette and kills a guard through the game. Jack and Ramon are then made to take turns with the revolver. Chase prepares an assault from outside, and Jack uses the approaching rescue to turn the gun on Peel. He escapes with Ramon during the breach instead of surrendering.
CTU follows traffic images of Kyle being held at gunpoint and identifies the truck carrying him. Gael interferes with the search through the office router, then claims a power problem caused the interruption. Chloe searches Jack's office and finds heroin equipment, exposing his addiction to Kim and Michelle. At the warehouse, Kyle tries to hang himself because he believes his death will stop the virus and save Linda. Linda pulls him down and keeps him alive.
Palmer begins the debate with John Keeler, who raises the accusations against Anne before the television audience. Outside the prison, Jack insists on taking a helicopter before the Salazars' deadline runs out. Chase persuades the guards to stand down, hoping the aircraft can be tracked. Jack disables its communications and locator. CTU rescues Kyle and Linda just as the helicopter leaves, but Chase cannot get the news through to Jack before he flies away with Ramon.
