Andre orders Jack to bring the supplied phone to Palmer and have him answer a call. Jack recognises another assassination attempt, but the Drazens threaten Kim if he refuses. He contacts Palmer directly and persuades him to allow a meeting despite CTU's warnings. At the hotel, Jack discovers the phone contains a bomb and throws it away before it explodes. Palmer agrees to let the public believe he has died so Jack can use the deception to help his daughter.
Alexis dies from his injuries after the exchange, and Andre nearly kills Kim in anger before Victor stops him. With the Drazens believing the bombing succeeded, Jack arranges to trade his life for hers at the port. He speaks to Teri before leaving and learns that she is pregnant. Meanwhile, Palmer confronts Patty about her arrangement with Sherry and dismisses her. At CTU, altered detention-centre plans raise suspicion of another insider, with Mason's access to the files drawing attention.
Kim watches for an opportunity in the warehouse and throws hot coffee into her guard's face. She runs through the docks, jumps into the water and frees herself from her restraints beneath the surface. The Drazens lose her but expect Jack to arrive without knowing she has escaped. Nina then calls Andre under the name Yelena and tells him Palmer is alive. Her call reveals her betrayal to the audience while Jack continues toward the planned exchange.
