The Fate of the Furious opens in Havana, where Dominic Toretto and Letty Ortiz are on their honeymoon. Dom’s cousin Fernando owes money to local racer Raldo, so Dom enters a street race to settle the debt. He wins narrowly and gives Fernando his prized Impala, a gesture that defines the family loyalty that will soon be tested. The next day, a mysterious woman named Cipher approaches Dom and shows him information that forces him to work for her. The film holds back the reason at first, presenting his sudden betrayal of Letty and the crew as a puzzle they must solve while the audience watches the same familiar driver become their adversary.

DSS agent Luke Hobbs recruits Dom and the team to retrieve an electromagnetic pulse device from a military installation in Berlin. Letty, Roman, Tej and Ramsey help him secure it, but Dom steals the device during their escape and disappears with Cipher. Hobbs is arrested and placed in a high-security prison, where he encounters Deckard Shaw, the former enemy he imprisoned. Mr. Nobody engineers an escape and brings both men into a covert effort to find Dom. The alliance is uneasy: Hobbs wants to get his team back, while Deckard has his own reasons to pursue Cipher, who previously used his family’s skills for her schemes.

Cipher’s cyber operations widen the contest beyond the team’s cars. She uses Dom to acquire Ramsey’s surveillance program God’s Eye and later directs him toward a nuclear football in New York. The crew tries to understand why Dom is working against them while dealing with Cipher’s ability to watch and manipulate events at a distance. Letty refuses to accept his actions as proof that he has simply changed sides; her faith in him sits alongside the hurt of being left behind. Roman tries to make sense of the team’s fracture with jokes and bravado, while Tej and Ramsey turn information into a way to anticipate the next move.

Cipher's hold over Dom comes from Elena Neves and their infant son, whose existence he did not know before she took them hostage. Before the New York operation, Dom briefly escapes surveillance and meets Magdalene Shaw, arranging help from her sons in exchange for their freedom. The crew then intercepts him as he steals a nuclear football from a Russian official. Deckard appears to die during the pursuit, but his apparent death is part of the hidden rescue arrangement. When Rhodes threatens Letty, Dom intervenes, although he still makes her surrender the device. Cipher punishes that resistance by having Rhodes murder Elena, making her threat against the child unmistakable.

Dom's next assignment takes him to a Russian military base, where he uses the stolen EMP in an operation that allows Cipher to hijack a nuclear submarine. The nuclear football has already been obtained in New York; the base raid gives her control of the vehicle and its arsenal. The crew must prevent it from reaching open water. Cars and specialized skills become pieces of a moving effort across the ice, with surveillance and weapons systems shaping the chase alongside the drivers' decisions. Dom remains under coercion while waiting for the separate rescue to succeed. His allies cannot safely bring him back simply by persuading him to choose them, because Cipher still controls the person he is trying to protect.

The team disables the submarine’s weapons and blocks its route toward the sea. At the same time, Deckard and his brother Owen board Cipher’s aircraft to rescue Dom’s baby, with their mother Magdalene helping them. Once Deckard confirms the child is safe, Dom turns on Cipher and kills Rhodes. Cipher launches a missile at Dom’s car; he diverts it toward the submarine, which is destroyed. Deckard confronts Cipher, but she escapes by parachute rather than being captured. The climactic coordination between the cars, the aircraft and the submarine lets the film stage rescue and action as one interlocking sequence, with the family’s recovery depending on cooperation between people who had been enemies.

Afterward, Hobbs has his record cleared and is offered his DSS position again, but declines so he can spend more time with his daughter. Deckard brings Dom’s son to the gathering, and Dom names the child Brian. The crew welcomes Deckard despite their history, while the rooftop meal gathers the group around a new member of the family. The film closes on a reconciliation made possible by the truth about Cipher’s leverage, although Elena’s death remains a real loss rather than an action-movie problem that can be undone. That balance gives the reunion some emotional weight after the large-scale destruction.

F. Gary Gray uses the series’ globe-spanning set pieces to shift scale from intimate racing to urban systems and military hardware. Havana’s opening race is grounded in individual skill and a personal debt; the later New York and Arctic sequences turn roads, traffic and ice into terrain shaped by surveillance and teamwork. The film’s central reversal also makes Dom’s usual code of loyalty into the question rather than an answer: the crew must decide whether family means excusing his actions or understanding the threat he faces. Vin Diesel’s guarded performance keeps Dom’s motives withheld while Michelle Rodriguez gives Letty the clearest emotional line through the betrayal. The story is the eighth film’s own, with its ending restoring the group for this chapter without importing the next installment’s events.
