The Rule of Thre3 is a young adult novel by Eric Walters, first published in 2014 and set in and around a present-day suburban neighbourhood whose ordinary routines are interrupted by a technological failure nobody at first understands.
Its narrator is sixteen-year-old Adam, who happens to own an old car with no computer in it. That accident of ownership makes him one of the few people still able to move around, and it also makes him useful. The novel follows his drive home past hundreds of stranded motorists and the anger and fear he can feel building as the traffic backs up and information stops arriving. Once it becomes clear that the failure covers the region and possibly the whole country, his street has to organise itself. Water, food and medicine run short, violence breaks out, and the neighbourhood discovers that having a police captain for a mother and a retired government agent next door matters more than anyone expected.
The book is written as the first of a series, and it treats the blackout as a test of a community rather than as a spectacle. Its real interest is in the practical arrangements a neighbourhood makes to protect itself, and in how quickly ordinary people start deciding who belongs inside that protection.
