Downbelow Station is a science fiction novel by the American writer C. J. Cherryh, published by DAW Books in 1981. It won the Hugo Award for Best Novel in 1982, and it is set in the Alliance–Union universe during the Company Wars of the 2350s.
Cherryh's future belongs to a private corporation rather than a government: the Earth Company becomes rich and powerful by exploring space and building stations in the nine star systems that have no habitable planets, and Pell's World, the one world it finds already inhabited, is orbited by Pell Station. The planet is the home of the Hisa, a gentle and technologically backward species that the stationers call Downbelow, and the stationers come to use the name for their own home as well. When Earth's distant administration begins to lose its grip on the colonies, it builds a fleet of fifty carriers and starts a long war with Union, based at the world of Cyteen, and Pell's neutrality becomes the most valuable thing it owns.
The novel stays close to the station's administration, its docks and the refugees arriving from the fighting, and the politics of the war are worked out in berths, rations and decisions about who is allowed through.
