The two leads are connected before the plot begins, since Morganna is the sister of Clint's closest friend, and that relationship is what makes the situation uncomfortable for him. She has been working undercover with the DEA on a case involving a date-rape drug, which places her inside an operation that is both criminal and personal, and his return from a foreign deployment puts him in the middle of it without having chosen to be there.
